How is huurtoeslag calculated? The 7 steps for 2026, with calculator
How huurtoeslag is calculated in 2026: which rent and which income count, whose income is added, and the 7 official steps of Dienst Toeslagen, with a calculator.

Key takeaways
- Rent counts up to €932.93 in 2026. The median studio listed in the Netherlands asks €915 a month, just under that cap (RentHunter data, 8,356 studios, January to mid-October 2026). In Amsterdam, Rotterdam, Utrecht and The Hague the median studio asks €944 to €1,224: the part above the cap doesn't count.
- Huurtoeslag (rent benefit, also called housing benefit or rent allowance) is calculated from four inputs: your kale huur (basic rent), the income of everyone registered at your address, the size of your household and the age of the oldest resident. Your savings decide whether you are eligible, not how much you receive.
- If everyone at home is under 21, rent only counts up to €498.20. The allowance is a monthly payment towards your rent: you always pay the first €200 or so yourself.
- Dienst Toeslagen (the benefits office) works it out in 7 steps and rounds the result down to whole euros.

You type your numbers into a huurtoeslag calculator and it says just over €500 a month. And you apply. And a year later the final assessment lands. And it turns out your housemate's income counted all along, because they're registered at your address. And now you owe the Belastingdienst a few thousand euros. The result is only as good as what you type in. Short answer: calculate with your basic rent, the income of everyone at your address and the 2026 amounts, then make a test calculation on the Belastingdienst website before you apply.
How is huurtoeslag calculated in 2026?
Huurtoeslag is calculated by splitting your basic rent, up to a maximum of €932.93, into bands. Between the base rent and €498.20 you get 100% back, above that 65%, and above the capping limit 40%. If your household earns more than €23,425 (single) or €31,500 (two or more people), a correction comes off the total. If the household income is too high, the correction cancels the allowance completely. The first part of the rent, the base rent, is always your own contribution.
Good to know: huurtoeslag is a monthly contribution towards your housing costs from the Dutch government, and how much you receive depends on the four inputs below.
The amounts come from the 2026 huurtoeslag parameters published by Volkshuisvesting Nederland and from the official worksheet Berekening huurtoeslag 2026 by Dienst Toeslagen. Our huurtoeslag calculator uses exactly those amounts. Fill in your details and you get an estimate of the rent benefit you'd receive per month. Eligibility comes first. The calculator only makes sense if you are eligible: the conditions include a self-contained home, savings that aren't too high, and being at least 18 years old (with a few exceptions, says the Belastingdienst).
An estimate is not a decision. The amount you actually receive is only fixed after the final assessment by Dienst Toeslagen. Save a screenshot of your result with your rental agreement, so you have a paper trail of what you entered. Does it roughly match the official test calculation? Then you can submit your application in Mijn toeslagen. If you want a second check, make the test with the same numbers.
What do you need to calculate huurtoeslag?
Working out huurtoeslag goes wrong at the input, not in the formula. These are the four things you need to know, in every situation.
1. Your basic rent. Dienst Toeslagen uses the kale huur (basic rent): the rent without service charges, gas, water and electricity. You'll find it in your rental contract or in the yearly rent increase letter from your landlord. Paying all-in huur (one amount for everything)? Ask your landlord to split it. That's the rule from 2026: no service charges at all.
That gap is easy to miss in a listing. The asking rent is sometimes a total: our figures keep service costs in when the listing states them. From January to mid-October 2026, the median studio RentHunter saw listed in the Netherlands asked €915 a month (8,356 studios). In Amsterdam, Rotterdam, Utrecht and The Hague the median studio asks between €944 and €1,224, above the €932.93 cap. Take the service costs off first, and remember that basic rent above the cap doesn't count either. Count the service costs in and the calculator flatters you. A higher rent usually means more rent benefit, but only up to the cap. A higher income means less.
| Netherlands | €915 |
|---|---|
| Amsterdam | €1,224 |
| Rotterdam | €1,087 |
| Utrecht | €1,066 |
| The Hague | €944 |
Free-sector rental homes that RentHunter first saw on platforms and agencies from 1 January to 14 October 2026, with a home advertised on several sites counted once. We report medians of the monthly asking rent, and nothing on fewer than 100 homes.
2. The income of everyone at your address. This is the rule that catches people out. The income that counts is your toetsingsinkomen (assessment income): your aggregate taxable income if you file a tax return, otherwise the taxable wage on your annual statement (jaaropgaaf). Estimate it for the whole of 2026, even if you only apply from later in the year. Add the income of your benefits partner and of your medebewoners (co-residents). A co-resident is anyone registered at your address with the gemeente (municipality): a housemate, a parent, a child. The more people registered, the more incomes count. A subtenant does not count, according to the Dienst Toeslagen worksheet.

Assessment income tool, Belastingdienst. Screenshot taken on 14 October 2026.
- "En voor uw medebewoner als u huurtoeslag krijgt" ("and for your co-resident if you get rent allowance"): calculate the assessment income of each co-resident separately.
- "Kies het jaar" ("choose the year"): pick 2026, the year you are calculating for.
3. Your household. Whether you rent a house, a flat or a studio, the household rules are the same. If you live alone, the single person amounts apply. If you live with 1 or more other people (a single parent with one child included), the multi person amounts apply. From 3 people, the capping limit is higher: €764.14 instead of €713.02.
4. The age of the oldest resident. If everyone at home is under 21, your rent only counts up to €498.20. If at least one person is 21 or older, €932.93 applies. The higher cap also applies to under 21s with a child or a disability (article 13 of the Wet op de huurtoeslag, the rent allowance act).
And your savings? Savings and other assets (vermogen) are not part of the formula. It's a condition. With more than €38,479 on 1 January 2026, or more than €76,958 together with your benefits partner, you are not entitled to huurtoeslag for the whole year. Each co-resident has their own limit of €38,479. The Belastingdienst website lists what counts: savings and shares do, the home you live in and your car don't.
Student finance (studiefinanciering) does not count as income, a side job does. For kids under 23 living at home, only income above the €6,218 exemption counts in 2026. Report their full income anyway: Dienst Toeslagen deducts the exemption itself.
How huurtoeslag is calculated in 7 steps
Dienst Toeslagen works out your rent benefit in the following 7 fixed steps, set out in its worksheet Berekening huurtoeslag 2026 (June 2026). First the rent, then the limits, then the income, then the total.
1. Calculation rent (rekenhuur)
Your basic rent (kale huur), capped at €932.93. If everyone in the household is under 21 (without a child or a disability), the cap is €498.20. Service charges no longer count.
2. Base rent (basishuur)
The part you always pay yourself: €202.52 for a 1 person household, €200.71 for 2 or more people. Since 2026 it no longer depends on income.
3. Quality discount limit: €498.20
The same for everyone. The rent between the base rent and €498.20 is covered at 100% (part A).
4. Capping limit (aftoppingsgrens)
€713.02 for 1 or 2 people, €764.14 for 3 or more. Rent from €498.20 up to this limit is covered at 65% (part B), rent above it up to €932.93 at 40% (part C). Skipped if everyone is under 21.
5. Household income (rekeninkomen)
The assessment incomes (toetsingsinkomen) of the applicant, the benefits partner and every co-resident added up. Children under 23 only count above €6,218. Subtenants do not count.
6. Income correction
Above €23,425 (1 person) or €31,500 (2 or more people): income above that threshold × 27% (1 person) or 22% (2 or more), divided by 12.
7. Huurtoeslag per month
Parts A + B + C, minus the correction from step 6, rounded down to whole euros.
Worked example (own calculation with the 2026 amounts): two housemates aged 26 and 28 rent a flat with a basic rent of €1,600. Both are registered at the address.
- Steps 1 to 4: the calculation rent is €932.93, the base rent €200.71, the capping limit €713.02 (2 people).
- Step 7, parts A + B + C: €297.49 + €139.63 + €87.96 = €525.09 a month.
- Only the applicant's income (€30,000) entered: below the €31,500 threshold, so no correction. Result: about €525 a month, because €30,000 is below the threshold.
- With the housemate's €26,000 added: (56,000-31,500) × 22% ÷ 12 = €449.17 correction. Result: €75 a month.
A €450 a month difference. Over a full year, that's €5,400 you'd have to pay back, and a payment plan only spreads it out. Always calculate with the income of everyone at your address before you apply.
More worked examples, for a room, a studio and a flat, are in how much rent allowance can I get.
The result is rounded down to whole euros: €492.03 becomes €492, according to the Dienst Toeslagen worksheet. Our calculator also gives €492 for that example (family of 3, €1,200 basic rent, €34,000 income), but it rounds to the nearest euro, so expect up to €1 less.
Why does your result differ from the Belastingdienst?
Almost always because of income. Your monthly advance is based on an estimate. At the final calculation, Dienst Toeslagen knows the real income, including your partner's and your co-residents'. Higher than your estimate? Then you pay back what you received too much, even when it was your housemate's income that went up.
Other causes, depending on your situation: savings above the limit, service charges you counted in the rent anyway, or a co-resident who registered later. Check the following in Mijn toeslagen: the income and rent the final assessment used, against the ones in your last advance. Someone counts from the 1st of the month after they register at your address, says the Belastingdienst.
Did your income or rent change? You'll receive the wrong advance until you report it. Do it within 4 weeks in Mijn toeslagen, your personal page with Dienst Toeslagen. It saves you a repayment. Don't wait a week, let alone a month.
Our calculator asks for the age of the oldest resident. Under 21 with a child or a disability? Pick "21 or older" anyway. Single parent with one child? Pick "Couple": that's a 2 person household too. Does a kid under 23 living at home earn money? Take €6,218 off their income first.

Frequently asked questions
How is rent benefit calculated in the Netherlands?
In 7 steps: calculation rent, base rent, quality discount limit, capping limit, household income, income correction and the total. Every step and amount is in the 2026 worksheet by Dienst Toeslagen.
Does my housemate's income count for huurtoeslag?
Yes, if your housemate is registered at the same address. Their income counts from the 1st of the month after registration, according to the Belastingdienst. A subtenant does not count.
Do I enter my gross or net income?
Neither, strictly, and it depends on whether you file a tax return. You enter your assessment income (toetsingsinkomen): your aggregate taxable income, or your taxable wage from the annual statement if you don't file a return. For most employees that's close to gross yearly pay.
Do service charges count when calculating huurtoeslag?
No, not since 2026. Only the basic rent counts. Up to and including 2025, 4 types of service charges still counted, up to €12 per type.
When can I calculate huurtoeslag for 2026?
Now. The 2026 amounts are fixed and Dienst Toeslagen published its 2026 worksheet in June 2026. Your application for 2026 goes through Mijn toeslagen.
Is the Belastingdienst test calculation always right?
Not in every situation. If someone in your household has been away for more than a year, or is cared for at home, you can often get more than the test calculation shows. The same goes for special assets such as compensation payments.
Is housing allowance the same as huurtoeslag?
Yes. Huurtoeslag is the Dutch name. In English you'll see rent allowance, rent benefit, or housing benefit on government.nl. Same benefit, same rules.
Is there a huurtoeslag calculator in English?
Yes, the calculator on this page works in English with the official 2026 amounts for the Netherlands. The Belastingdienst test calculation itself is in Dutch, so keep this page open next to it.
How do I find a house or flat where huurtoeslag actually helps?
Look for self-contained rental homes with a basic rent around or below €932.93, so you receive the most housing benefit the rules allow. Renthunter.nl brings listings from 1,100+ Dutch rental sites into one search, so you can filter on maximum rent and property type. For every listing, ask the landlord which part of what you pay is basic rent, not just the total.
Common mistakes when calculating huurtoeslag
- Counting service charges. Since 2026 only the basic rent counts. Leave them in and you overestimate the allowance.
- Entering only your own income. Every registered co-resident counts, even a housemate you barely see. Check whether everyone on the rental agreement is registered.
- Forgetting the savings limit. Assets that are too high on 1 January mean no huurtoeslag for that year at all.
- Sitting on changes. A new job or a new housemate gets reported within 4 weeks, also after you apply. Otherwise you pay back what you got too much.
Conclusion
The mistake is rarely in the formula and almost always in the input. If you want to know what you're entitled to, the input is the whole job. Calculate with your basic rent, the income of everyone at your address and the 2026 amounts. Then check the result with the official test before you apply, and keep your screenshot until the final assessment arrives.
