Rent Allowance Netherlands 2026: Huurtoeslag Without a Rent Limit

Key takeaways

  • Rent allowance in the Netherlands in 2026 (huurtoeslag) has no maximum rent anymore. It is calculated on at most €932.93 of basic rent, or €498.20 if everyone in your household is under 21. In the four big cities the median studio asks more than that: from €944 in The Hague to €1,224 in Amsterdam (RentHunter data, 2,613 studios, January to mid-October 2026).
  • The youth age limit drops from 23 to 21, and service costs no longer count.
  • A single person aged 21 or over, paying €932.93 or more and earning up to €23,425 a year, gets about €523 a month (our calculation with the official parameters).
  • Studios at or below the cap exist, but they are the minority: in each of the four cities, at least a quarter but fewer than half of studios ask €932.93 or less (RentHunter data, same studios).

You found a studio at €1,087. And you assumed it was too expensive for huurtoeslag, because the limit was €900.07. And so you never applied. Until 2025, that was right. For rent allowance in the Netherlands in 2026, it isn't. Short answer: more renters qualify now, but only with a self-contained home and an income that isn't too high. Below you'll find what changed, the conditions to check and what you would get on a typical Randstad studio rent.

What is rent allowance in the Netherlands in 2026?

Huurtoeslag (rent allowance, or "rent benefit" on the Belastingdienst's English website) is a monthly government contribution toward your rent from Dienst Toeslagen, part of the Belastingdienst (Dutch Tax Administration). In 2026 there is no maximum rent to be eligible anymore. It is calculated on at most €932.93 of basic rent, or €498.20 if everyone in your household is under 21.

Good to know: it is not a loan. It isn't automatic either. According to the Belastingdienst, you apply yourself through Mijn toeslagen, the same portal you use for zorgtoeslag (healthcare allowance). How much you receive depends on four things: your rent, your income, your age and your household. The basics are in our guide to housing subsidies in the Netherlands.

What changes for huurtoeslag in 2026?

Huurtoeslag changes on three points starting in 2026: the maximum rent disappears, the youth age limit drops from 23 to 21, and service costs no longer count. The Belastingdienst's own summary is blunt: more people now qualify. That page is the source for every amount in this table:

Rule 2025 2026
Maximum rent to qualify €900.07 (under 23: €477.20) No maximum
Rent the allowance is calculated on Up to the rent limit Up to €932.93 (under 21: €498.20)
Youth age limit Under 23 Under 21
Servicekosten (service costs) Some service costs counted No longer count

The first row matters most. Rent above the limit in 2025? You got nothing. Rent above it in 2026? You get an allowance on the part up to the cap and pay the rest yourself. A rent of €1,100 ruled you out last year. Not anymore. And if your rent is lower, the Belastingdienst simply uses the rent you actually pay.

That change matters most in the big cities. This year the median studio asks more than the old €900.07 limit, and even more than the new €932.93 cap, in all four of them (RentHunter data, 2,613 studios, January to mid-October 2026):

Median asking rent for a studio
Amsterdam

Rotterdam
€1,087
Utrecht
€1,066
The Hague

For the age rule, the Belastingdienst looks at the oldest resident. If a 20 year old lives with someone aged 25, the higher adult cap applies, not the youth one.

Did you know?

If you already received huurtoeslag and had reported service costs before, the Belastingdienst adjusted your allowance for 2026 itself. The new calculation arrived from late November 2025.

Rent allowance 2026: who is eligible

The other eligibility rules for rent allowance in 2026 stay as they were: you need to be old enough, registered, living in a self-contained home, and under the income and asset thresholds. You can get huurtoeslag if:

  • you are 18 or older, registered at the address with the gemeente (municipality) and legally resident: citizens of an EU or EEA country or Switzerland need a valid residence status, everyone else a valid residence permit that gives the right to allowances
  • you rent a zelfstandige woonruimte (self-contained home): a lockable front door, kitchen and toilet that are yours alone, and since 1 March 2024 your own shower or bath (Belastingdienst, Kan ik huurtoeslag krijgen?)
  • you have a rental agreement with the landlord and pay the rent yourself, which you can prove with bank statements (Belastingdienst, Voorwaarden voor huurtoeslag)
  • your savings and other assets on 1 January 2026 are no higher than €38,479, or €76,958 together with a benefits partner
  • your income is not so high that the allowance is phased out completely (see below).

The self-contained home is the condition that trips people up most. A houseboat doesn't qualify even if you live there on your own, and a holiday home usually doesn't either, the Belastingdienst says.

One more trap: huurtoeslag starts on the 1st of the month. If you are not yet registered at your new address on that day, the allowance only starts the month after. Register with the gemeente as soon as you move in.

⚠ Warning

Most student rooms do not qualify. If you share the kitchen, toilet or bathroom with housemates, the accommodation is not self-contained and, as a rule, there is no huurtoeslag. A few exceptions exist in special situations, mostly supported or group living. And a listing called "studio" is not always self-contained. Check the rental agreement, not just the photos.

Rent allowance income limit in 2026: how the calculation works

Rent allowance in 2026 has no hard income limit: above a threshold of €23,425 (single) or €31,500 (multi person household), the allowance tapers off gradually. So how much you can earn depends on your rent, your age and your household. First your rent is split into bands, then part of the total comes off for your income.

How huurtoeslag is calculated in 2026
  1. Up to the minimum basishuur: 0%

You always pay the first part of the rent yourself: €202.52 a month for a single person, €200.71 for a multi person household.

  2. Up to €498.20: 100%

Every euro between the basishuur and the quality discount limit of €498.20 is covered in full. If everyone in your household is under 21, the count stops here.

  3. Up to €713.02 or €764.14: 65%

Between €498.20 and the aftoppingsgrens (capping limit) of €713.02 for 1 or 2 people, or €764.14 for 3 or more, 65% is covered.

  4. Up to €932.93: 40%

Between the capping limit and €932.93, 40% is covered. Rent above €932.93 is not counted: you pay it yourself.

  5. Above a set income: minus 27% or 22%

Above a yearly income of €23,425 (single) or €31,500 (multi person household), 27% (single) or 22% (multi person) of the income above that threshold, divided by 12, comes off the monthly total.

The bands and thresholds come from the 2026 parameters published by Volkshuisvesting Nederland, the taper rates from article 21 of the Wet op de huurtoeslag (the Rent Allowance Act). The reduction comes off the total allowance. The income that counts is your toetsingsinkomen, roughly your gross annual income.

In practice: a single person aged 21 or over paying the full cap or more keeps a small allowance up to an income of about €46,700 a year (our calculation: the €523.28 maximum, divided by 27%, times 12, plus €23,425). Earn more and the allowance is zero.

That is well above the figure you still see in some English-language guides. As of October 2026, several of them say a single person qualifies up to "roughly €28,000", a number from before the 2026 rules. Don't rule yourself out on that basis. Run the 2026 formula, or the test calculation, with your own rent.

⚖ Legal information

The €932.93 and €498.20 calculation caps, the exceptions for under 21s with a child or a disability, and the taper rates are set in the Wet op de huurtoeslag, articles 13 and 21. The amounts are reset every year.

Worked examples on real rents

On the rents landlords asked this year, our three examples give between roughly €296 and €523 of huurtoeslag a month (our calculation). Each one starts from a city's median studio rent in the chart above: every free-sector studio we saw in Amsterdam (892), Rotterdam (667), Utrecht (598) and The Hague (456) from 1 January to 14 October 2026.

Studios under the cap do exist. A quarter of studios ask €925 or less in Amsterdam, €900 or less in Utrecht, €850 or less in Rotterdam and €802 or less in The Hague, all under €932.93. Every median, though, sits above it.

For apartments, the cap is almost out of reach. The median apartment asks €2,350 in Amsterdam, €1,570 in Utrecht, €1,790 in Rotterdam and €1,780 in The Hague (RentHunter data, 32,774 apartments). Counting every self-contained home, studios and houses included, only 7.3% ask under €1,000 in Amsterdam, 13.1% in Utrecht, 16.7% in Rotterdam and 18.8% in The Hague.

How we counted

We took every free-sector home RentHunter first saw from 1 January to 14 October 2026 on platforms and agencies, leaving out housing corporations, student housing providers, homes for sale and homes already rented. A home advertised on several sites counts once, and we give medians of the asking rent, never on fewer than 100 homes.

These are advertised asking rents, sometimes with service costs included, which no longer count. The amounts below are estimates with the official formula, not a Belastingdienst decision.

Example 1: Rotterdam, 24, single, income €22,000. Studio at €1,087, the Rotterdam median. The cap of €932.93 counts.

  • 100% × (€498.20 minus €202.52) = €295.68
  • 65% × (€713.02 minus €498.20) = €139.63
  • 40% × (€932.93 minus €713.02) = €87.96
  • Income under €23,425, so no taper. Huurtoeslag: about €523 a month. In 2025 this tenant got nothing, because €1,087 was above the €900.07 limit.

Example 2: The Hague, 27, single, income €28,000. Studio at €944, the median in The Hague. That is just above the cap, so €932.93 counts.

  • Same three bands as in example 1: about €523.28 in total
  • Taper: (€28,000 minus €23,425) × 27% ÷ 12 = €102.94
  • Huurtoeslag: about €420 a month.

Example 3: Amsterdam, 20 years old, single, income €18,000. Studio at €1,224, the Amsterdam median. The tenant is under 21, so only €498.20 counts.

  • 100% × (€498.20 minus €202.52) = €295.68, no taper
  • Huurtoeslag: about €296 a month. A year later, at 21, the same income gets about €523.

Tips

Want to run your own numbers? Use our huurtoeslag calculator or the Belastingdienst's own test calculation (proefberekening). Enter your rent without service costs and your expected income for 2026. If you are in a special situation, such as extra income on top of your salary, the Belastingdienst says the test calculation won't give you a reliable figure.

Start page of the Belastingdienst's proefberekening toeslagen (test calculation), with the cases where it is less reliable and the year selector

Proefberekening toeslagen (test calculation), Belastingdienst. Screenshot taken on 13 October 2026.

The tool is in Dutch only. What the numbers point to:

  1. When the test calculation is less reliable ("Wanneer kunt u de proefberekening beter niet gebruiken?").
  2. The three cases, each opens with a click: you live abroad with childcare allowance or child budget, you have special assets, or you are in a special huurtoeslag situation.
  3. The year selector ("Kies een jaar"): pick 2026, then tick huurtoeslag.

A higher rent no longer rules you out of rent allowance in the Netherlands, but above €932.93 every euro is yours to pay. If you want the full allowance, look for a self-contained studio around or below that amount. That supply is small: in all four big cities the median studio asks more than the cap, and only 7.3% to 18.8% of self-contained homes ask under €1,000 (RentHunter data, January to mid-October 2026, see above).

Those studios are scattered across dozens of sites. RentHunter brings listings from 1,100+ Dutch rental sites into one search, so you stop checking them one by one, and you can filter by property type and maximum rent. Found one? Check the conditions above first. Run the numbers, then sign.

Frequently asked questions

Can expats get rent allowance in the Netherlands?

Yes, on the same conditions as everyone else: registration at the address, a self-contained home and legal residence. Outside the EU, EEA and Switzerland that means a valid residence permit that gives the right to allowances, so renew it in time. A partner abroad who is not registered at your address does not count as your benefits partner for huurtoeslag.

What changed for rent allowance in the Netherlands in 2026?

Three things, per the Belastingdienst: there is no maximum rent anymore, the youth limit dropped from 23 to 21, and service costs no longer count. The calculation cap is €932.93, or €498.20 if everyone in your household is under 21.

Is there still a maximum rent for huurtoeslag in 2026?

No. Your rent can be higher, but the allowance is calculated on at most €932.93 of basic rent. If you are under 21 but have a child or a disability, €932.93 applies too.

What is the rent allowance income limit in 2026?

There is no fixed limit. Above €23,425 (single) or €31,500 (multi person), the allowance tapers by 27% or 22% of the excess, counted per year. With a rent at or above the cap, a single person still receives something up to about €46,700 (our calculation).

How much huurtoeslag can I get?

It depends on your rent, income, age and household. In our worked examples, a single person on a low income gets about €523 a month on a studio at or above the cap, and about €296 if they are under 21 (our calculation). Our calculator gives you your own estimate.

Can students get rent allowance in the Netherlands?

Not for a student room with a shared kitchen, toilet or bathroom, because it is not self-contained. A student renting a self-contained studio follows the same rules as everyone else.

How much savings can I have?

Up to €38,479 on 1 January 2026, or €76,958 together with a benefits partner. Each co-resident also has their own €38,479 limit.

Do I need to apply again for 2026?

If you already received huurtoeslag, the Belastingdienst recalculated it under the new rules itself. You still need to report any change in rent, income or household within 4 weeks in Mijn toeslagen.

How do I apply for huurtoeslag?

Online through Mijn toeslagen with your DigiD. Every step is in our guide on how to request rent allowance.

How do I find a home that qualifies for huurtoeslag?

Search for self-contained studios and apartments with a basic rent around €932.93 or lower. RentHunter brings together listings from 1,100+ rental sites, so one search filters them all by maximum rent and type.

Common mistakes

  • Entering your total rent. Service costs no longer count. Enter the basic rent only.
  • Assuming your rent is too high. That limit no longer exists. Run the numbers.
  • Underestimating your income. If you earn more than you declared, you pay it back later. A new job or moving in with a partner often changes your allowance, so report it within 4 weeks.
  • Applying for a room or a non self-contained "studio". That ends in a repayment claim.
  • Forgetting 2025. According to the Belastingdienst, you can still apply for huurtoeslag over 2025 until 31 December 2026. Put it in your calendar.

Conclusion

So, what's the verdict? Rent allowance in the Netherlands is more generous in 2026 for anyone renting a pricier self-contained studio: the rent limit is gone, only the basic rent counts and the youth limit stops at 21. A single person on a low income renting a studio around €950 can expect roughly €523 a month. But don't just assume you qualify. Check the condition people miss most first: a self-contained home.
